After the Great Fire that burned most of the Seattle of hundred years ago, the whole town was elevated approximately one floor to create better infrastructure, and the tunnels beneath are the remains of the old street level. When this process was ongoing, the original streets were still in use, and these skylights were installed on what became the modern day streets for light in the underground.
